Just ran a cap model for 2017-2021 with signing two top defensive FA (Bouye $15M AAV and Perry $13M AAV). Not only can we afford them, the cap situation actually improves during their 4 year contract! That is due to the massive cap available for 2019 and 2020. Free is also replaced with Wagner to get rid of his 3rd worst sack/pressures in the league. At the end of 2021, there is a surplus of $36M with this scenario.

This is not an 1-year move - but at least a 3-year move to dominate. At the end of 2019, there is a net surplus of $20M even though the annual restructuring was unnecessary and eliminated after 2017. Furthermore, new contracts are only restructured once in their year 2.
Again what is the point of saving up tens of millions of salary cap space if we do not use it to win? Dez would be 31/32 in the 2020 season if he does not retire after the current contract... The next 3 years are clearly the best remaining years for the combination of Dez and Zeke.
Other specifics:
1. Romo dead money all taken in 2017.
2. Followed rule 51 to account for # of players.
3. Used Cowboys 2017 rookie pool to estimate all future rookie pools with 10% increase per year.
4. WR2 and RB would be drafted instead of resigned. Though with Perry and Bouye, the draft can go almost BPA to increase the chance to continue drafting at least 1 probowler per year.
5. 2016 rookie class are assumed to get big contracts in 2020. If 1 of them does not pan out, then there would be even more cap space.
6. Surplus dollars are rolled into the next year, per NFL rules.
