1. Garcia has never played in a "WCO." The actual WCO hasn't existed since Holmgren left SF after the 1991 season. When you're constantly using multiple receiver packages and using the shotgun, and NEVER using the pro set/split backfield (the staple formation of the offense) you're not running the West Coast Offense.
2. The WCO was FAR from a "dink and dunk, short passing" system. It's a ridiculous myth that can easily be disproved by actually watching old 49ers games. They threw downfield as much as almost anyone.
