Cowboys owner Jerry Jones has "made the decision" to keep Terrell Owens, according to ESPN's John Clayton.
The Cowboys seriously debated cutting or shopping T.O., but this was always the most sensible decision. They'd get no cap relief with a move and couldn't find a better option in free agency.
