Hard to gauge that he still has "elite" speed with his longest run being only 8 yards this season. I'm not saying he's not fast but I can't imagine he's still running in the 4.3 range after 7 years in the league with all the injuries he's had.
I watched all of McFadden's runs in 2014 and I watched a few of his games going back to his rookie season. He does not appear to have lost much if any speed. He probably lost a little lateral quickness, but his long speed is still elite.
His issue has always been that he needs a step or two to get up to speed because he is a long strider. If he ever comes to a full stop during a run it's probably not going to be a good result; however, in the Cowboys running scheme he gets to start moving and then make a cut and turn on the jets.
There was 1 play last week where he did basically stop and restart and that was a 1 yard gain. He needed to either cut it up inside or take it outside immediately instead of hesitating.
They need to be certain to coach him differently than Randle or how they coached Murray in the past because he can get to the far outside on plays that they can't. The Cowboys generally discourage taking it far outside, but with McFadden it's actually a good option.
