I think as we get closer, these guys (Kiper, McShay, and Mayock, especially Kiper) shift towards what their sources are telling them versus a sudden change in opinion on players.

As far as Barnett, there are some real concerns about his motors. Not trying to sound sourced up, but I've heard that from a scout and SEC coaches.

Kiper does that. Practically everyone does that. You would think the boards wouldn't fluctuate much, but "stock" is part of the industry and even silly things can cause variance.

If you go back and look at production in the pros and some of the listings published right at the end of the season, you sometimes see that is a better indicator of talent than even those done the night before the draft. Those predict draft order, not necessarily what the observer saw "on tape". Some of them don't even look at tape and just regurgitate what they see.

There are times things like late injuries and character issues cause tumbles. It also is simply a case of hype not being able to sustain itself. It is a fascinating process, but you will drive yourself crazy if you want a rational explanation for it.
Kiper's process is to put his initial rankings, then get feedback from whatever sources he uses, and then put out another set of rankings. Then he just continues to repeat the process.
