If that is the case, I hope the Rangers walk away. That contract would be stupid and crippling for the Rangers. The only way it would be worth while is if Lee is a Cy Young for all seven years. Odds in that happening are nil.
If they sign him, you can kiss Andy Pettitie goodbye. If he decides he wants to play, it will be for practically nothing.
