IMO what Big Mac’s statement means:

They clearly do NOT want KM back. If they wanted him back they would have already said so. But they also don’t want to destroy Moore’s chances at landing somewhere else quickly. It’s showing him some professional courtesy.

Again, I could be wrong but the delay is probably the Cowboys looking into what’s out there and deciding who they want to go after. Coupled with letting Kellen Moore have some time to look without him doing so while “fired”.
Did the Cowboys already get/have their guy or are they risking losing out on the best candidates?

KM staying will destroy this teams chances of change in the offense .

If we are lucky, we'll go one and done next year .

IF we can make the post season again.

Tons of people said they would be one and done this year and they weren't.

If MM allows Moore to return as OC then both he and Moore will be unemployed after next season and Dan Quinn will the head coach...I'm fine with that. Dan Quinn at least keeps up with the game, is willing to change, makes in-game adjustments and had the defence ready to kick some 49ers but...the offence looks like they never practiced for San Fran...

And maybe that's why Quinn returned. He knows the job will be his soon enough.
