Allegedly, one of the conditions Belichick would have had to come to Dallas was not full roster control like Jimmy and Parcells had, but he wanted to bring a cap guy and then Lombardi to serve as a buffer between the staff and the Jones.

Lombardi would not be the GM in Dallas but he would evaluate the day-to-day and kind of keep Belichick updated on everything.
