Yes, the GM pretty much builds the roster. And this coach has had to accept assistants like Moore and Zimmer that were not his choosing. Jones picked them.

Lombardi was in complete control of the roster in GB and it worked. He struggled at Washington but he was older then. I think Bill Belichick would not work with Jerry Jones either. I do not think he would put up with Jones incompetence.
