The guy was sitting down, doing nothing. Never did he threaten the police, yet they tazed him. You're observation of "probably" says nothing of what you know about what happened because you don't know. How many cops does it take to apprehend one elderly guy?

The camera is on obviously after the event that called the attention of the police. Police just don't run up and taze innocent people. He was probably acting the fool.
