I think all 3 backs should be used, each to their strengths. That doesn't mean one series for this guy, one series for this guy, one series for that guy. That means, you pick and chose the best play calls for each guy and sub them in and out during the same drives, even the same set of downs.
Play hot hands. Play Barber against softer D's. Play Choice against aggressive D's where his vision and slashing style benefit. Just play Felix, period, at kickoff returner and in the backfield and as a receiver. Play 2 of these backs at same time.
Teach the oline to run block efficiently. They have the size, now need the fitness and technique and practice practice practice.
So don't pigeon hole each RB by given them a specific name, like "starter", "closer" etc. Don't get caught up in their contracts. Like Parcells said (I agreed with this one) after they are drafted and signed, it doesn't matter, you play the best player and role playing IS OK!
We should have 3 fresh backs each game, so they should play their hearts out. Choice showed he is worth playing and will benefit Barber who won't be overloaded. Each brings different strengths. Barber = power and heart. Felix is pure speed. Choice is vision and slashing.
