I don't think anyone was saying that. Day 1 starter? Rookie 3rd round WR's just don't contribute that fast. Very unreasonable expectation.
So many think every player in the draft should make the team and half of them should start. It's unrealistic. A third-round receiver shouldn't be expected to start as a rookie. You should expect to develop him into at least a third receiver over his first few years and if you get lucky, you find a starter.

So, instead of taking him in teh 3rd round, the Cowboys probably could have had him in the 6th or 7th round.
Not the way it works. You can find starters in every round, but you'd have to be far better at drafting than any team is. You take players based on projections, and projections often turn out to be wrong.

Tom Brady was projected as a late-round pick. Based on what we know now, he should have been a first-round pick. Carson Wentz was taken as a first-round pick. Based on what we know now, he should have been a late-round pick.

Tolbert went around the area he was projected to go. Whether that projection is correct has not been determined yet.

The position, yes, the speed of the game, however, is where I think he was struggling. I think he will be better this season for having had a season to learn.
Right. Every corner in the NFL is the best corner you faced in college. The guys you used to beat up when they tried to bump and run you don't exist. You can't even just blow by third and fourth corners. You have to hone skills that you were able to get by with because of the level of competition. If you're a good route runner, you've got to become a better one. If you're a speed receiver, you've got to learn to use more than just speed. If you are a physical receiver, you've got to learn to be more than just physical.

Some receivers can carry what they did in college right on into the pros, but most have to really work on their game to succeed.

Especially being that he went to Podunk U. Small school players generally take longer to adjust due simply to the inferior competition they faced.
