Headquarters refers to a GROUP of buildings and retains that connotation from the military roots.

Plural, "are".

It's IS. Unless you are talking about two different buildings, it's IS. You are right, if it's plural, you would use ARE, but the 'S' in headquarters doesn't make it plural. It's IS.

Either one is correct because the word headquarters can be singular or plural.

If there are multiple headquarters then I'd say "are".....otherwise it is "is".

Headquarters isn't a plural word...in this instance headquarters is representing a single entity.

That's my take on it.
