Make the offense drive further for a FG or TD. This actually may help the defense for once. Instead of giving the offense even a shorter field. Then fans will complain why stats are down. A player will suck because a teams offense is averaging less per scoring drive. But, hey the defenses average of yards given up will go down.
Just think how many yards less Emmitt would have had starting from the 35 instead of the 20.
Payton Manning and others would average less yards per game. 300 per game vs. 400.

I dont think they are bipolar on the subject. The goal is to keep kickoffs in the game and at a high rate of return. The issue has been navigating around the injury risk which seemed to be significantly lower from the new kickoff format. They change the rules every year it seems, but the goal has been pretty consistent.
