College is considering allowing touchbacks outside of the end zone. I'll betcha the NFL does this, too.

Just eliminate the kickoff and be done with it.
 
You could have a different penalty for an intentional contact but that could open a whole new can of worms
I don’t like the spot foul. To much gained by a subjective call
That is all the NFL needs is rule similar to basketball's flagrant foul rule, that gets attached to certain players.
 
Interference should still be a spot foul if it's egregious. If the guy just grabs the receiver because he's beat, then I'm fine with a long penalty.

It's the ticky tack pushing and shoving calls, or being slightly to early, that should be limited to 15 yards.

Maybe they say the first time it's flagrant by a player, just 15 yards. Second time, spot foul?

I agree though I could see problems with the implementation of that
The theory is perfect but the nfl seems to find a way to make simple calls complicated
The catch rule of today is really not as complicated as they’ve made it
 
I would like to have a rule where the Cowboys CBs turn their heads to locate the ball for a possible int. Just a thought.

I'm more worried about our handsy dbs if they decide to put a greater emphasis on illegal contact.
