Correct. I was giving an example of a coach who had been promoted under such circumstances. Martz is generally the example cited in articles, because it hasn't actually happened yet in the post-Rooney Rule era.
Ironically, the first team to set up a succession plan since then was Indianapolis, when it designated Jim Caldwell as its next head coach, who is a minority anyway. Jim Mora also fits the bill, though obviously neither Caldwell nor Mora have actually taken over yet.
Point is, the exception does exist, though:

Didn't Dallas get verbally dinged for interviewing Singletary by phone? I see how Seattle got around it.
We also interviewed Todd Bowles and Ron Rivera before hiring Wade, so
if we got criticized, there wasn't any basis for it.
You might be referring to 2003, when Jerry conducted a phone interview with Dennis Green before hiring Parcells.
