I've seen him use that Horse Collar on T.O, MCnabb, etc and if i were a fan of the opposing team i'd hold my breath everytime he violently yanked those guys down like that. As a matter of fact T.O was knocked out for an extended time because of it. The extra bitterness also comes from the fact that he costed a good team that we had even with Bledsoe because he allowed opposing offenses to go Madden on us and throw to their TE for 200 yds.
He's made good plays early in his career for us but he was exposed and never recovered from that.

It is a rule now ....... just like when they outlawed the head slap by d-linemen ..... or the hands to the face by the 0-linemen in the 90's .....
Just a reactionary rule put in place by our over sensitive league.
He has played average the last few years ..... has nothing to do with that rule.
Darren Woodsen himself said that, that tackle never was a problem until Roy used it so effectively.
