If there is a tie between 3 or more teams.....it goes by opponents winning percentage (strength of shedule).....the lower the winning percentage, the higher you pick.
The only time this doesn't apply is when a team makes the SB....That is why the Giants who have a worse record than a handful of other teams, gets to pick at 31.
GB had the weakest shedule of all the 13-3 teams.....they pick ahead of Dallas and Indy. Dallas picks next because their SOS was lower than Indy.
So Dallas picks 29.
