You can use that money to pay your draft picks when they sign in June, freeing up more money now (aka your draft slotted pool). So in a way yes it could be used to sign him or someone else.



You can designate 2 players a June 1st cuts prior to June 1st, but you still do not get the cap money to use until June 1st.
But it allows you to restructure a deal, move that $10 million to carry over and pay for that restructure

He would have become the second best player on the D right away. Not to mention what Parsons could learn from him.

there's an allocated 10 mill dollar rookie pool that is seperate from the cap. Each team gets the same. Correct me if Im wrong please.
