Reactive vs. Proactive
Proactive isn't defined merely by activity. Its defined by anticipating, identifying and preventing potential problems.
Reactive is addressing known problems.
I believe this organization is more reactive than proactive. As they always seem to do, they will go into this offseason trying to fix problems that arose during the 2015 season; instead of attempting identify and prevent problems that might occur next season.
A good example of a proactive approach, as pointed out by @garrett316, is what we are seeing with the QB position in Denver.
In the 2012 offseason, the Broncos signed Peyton Manning. Then they took Oswieler in the second round to groom behind Peyton.
I was jealous last night.
