I think it was just easier to say that the feet couldn't move than to define what movements they could or couldn't make before the kick.
They didn't want them running up to the line before the kick or running laterally.
I didn't see the need to change the rules in the first place.
I'm fine with having the feet in place, given their determination to change the nature of a kickoff.
I'm objecting to the *rear* foot having to be one yard back. That's just a pain in the neck contrary to all other offsides calls. In everything else, it's the most forward part that matters.
