So does that mean Goodell has to hear them all at the same time?
It means that the judgment should be based on the rules at the time of the incident.
Goodell got around it by claiming that there were four separate incidents that night. By that logic, the 10 games could stand.
But if you rule it as one event, the rule at the time was basically a probationary warning.
