I've watched other QB's try that 'hurry up to the line, surprise the D while it's subbing, catch them with 12 men on the field' trick. Stafford I've watched try it several times.

The referee WILL NOT MOVE OFF THE BALL. He just stands there and stares at Stafford until he's good and ready to move - AFTER the defense is ready.

They see Rodgers coming? They move off the ball right quick.
 
Actually, I overstated things. I double-checked and the chance at large of being struck by lightning is between 1 in 300,000 and 1 in 700,000, depending on whose numbers you believe.

Not as remote a risk as I thought, but still too remote to be driving decisions, in my view.
