Pepper might be a good line coach...but can he handle the complexity of running a 3-4 scheme? There is a big difference between making linebackers do push-ups after practice and setting up a game plan that will confuse well coached offenses.

Why wouldn't he? You could say that about everyone who gets a promotion.

All coaches start some where. As a player he studied it and performed in it and as a coach he has helped to teach it.
