He's setting a huge precedent here. In the future, teams will be leary of giving a player a second chance for fear of Fuhrer Goodell and his gestapo dropping the hammer.

Totally disagree -- fines for the team means that a team who wants to give a second chance is motivated to protect their investment -- don't just bring a guy in, but establish a program to help him with his problems and provide the support he needs.

Teams will NEVER be leery of giving guys with major talent a second chance -- this program makes it clear though that if you want to be a second chance team that you need to do your best to help the player and keep him in line. A team that is leery shouldn't be involved in the first place b/c it means that they are not confident that they can help the player turn it around.
