Playcalling

I wasent sure of this during the game but who actually calls the plays for the O, and D?

Im under the assumption that Palmer calls the offensive plays, and if Parcells doesnt like the call he can change it?

Im confused on the whole play calling thing.

I know last year sean payton called the plays
