Are you denying he never had a team like the SB teams that Troy and Roger had?

Not in the same stratosphere.
It's a matter of degree. Both Roger and Troy had number one ranked defenses occasionally when they played, but Romo did have a couple of pretty good ones, good enough to win titles. But there's other factors as well.
Tony had his chances, he made mistakes in the playoffs or games to get them to the playoffs, which came an unfortunately at bad times.
Just look at the latest NFC championship game - Brady threw THREE ints, but his defense shut down Rogers and the Packers offense when it mattered.
Good quarterbacks can make mistakes and it costs them games and titles, or make mistakes and not cause undue harm.
Comparing players and teams is mostly an exercise in futility...
