If they don't sign, they become eligible for next years draft. Look at Bo Jackson for an example of this.

No, drafting a player gives you exclusive rights to negotiate a contract with him. If the player refuses to sign, he can sit out for an entire year and re-enter the next draft. See Bo Jackson, for example.

Oklahoma State graduated May 3rd and 4th, South Carolina graduated May 10th...maybe now that their commitments are over and the slot amounts are set, the Cowboys are serious about getting out guys in to work.

I had forgotten that. He was originally drafted by the Bucs but had bad feelings about that team and didn't sign. Also behind that story was the Raiders wanted Herschel Walker, but couldn't get him and ended up with Bo.
