It is in fact against NFL rules to hold down a player while another runs through or over them to make a block but--this is not what happened on this play.

I could be wrong (wouldn't be the first time) but I replayed it several times and it "appeared" to me on the successful block by Ratliff the the D-lineman on either side of Ratliff were leaning on the backs of the Chief players. The lineman to the left of Ratliff released his guy right after Ratliff jumped over him and you can see the O-lineman bounce up after the weight of our d-lineman was removed. I replayed it several times because I could not understand why the KC O-line just sat there after the snap and did nothing allowing Ratliff to hurdle them.
Maybe someone more internet literate than myself could post the play in question.
