I've always felt the Bengals had one of the best helmets in the NFL. It's great.

The Eagles, Vikings, and Rams are very good too.

Cowboys, of course, is great.

The Bucs looked better in the creamsicle designs

The Patriots look terrible enough as it is but they would look extra goofy in that cartoonish stars and stripes get up, but their old snapping minuteman uni was at least adequete and not outrageous.

Yes he was quite the narcissist naming a team the Browns and there was bad blood when he left and founded the Bengals, purposely making their helmet as Brown like as possible out smite; this was the original design until altered in the 1980s:
