Ref didn't spot the ball

I can't find a video of it, but I saw it live. When the Jets threw back to back 29 yard passes, they had to spike the ball to stop the clock. They did so with 1 second left. But the ref didn't spot the ball, the center did. All the ref did was come by and touch the ball, signifying it was now good to go.

Just go to the 3:00 mark in this video. You'll see the ref touch it, but you don't see who spots it. The center on the Jets did.

 
But the ref was able to easily get to the ball and touch it? Isn't touching it, spotting it?

if youre referencing it not happening with dak 2 years ago Im not sure if it would have mattered we still had to complete another pass

Well, what the ref did is all that matters. But It's usually the ref that spots it. They don't normally allow the player to spot it. My best guess is the ref wanted to give them a chance to spike it. The Giants can't complain, although they probably will.

I figured this might come up, but no, I'm not. This is stand alone. I just found it interesting the ref allowed that.
