You're really going to pretend like Antonio Brown isn't the exception? Green, Hopkins, Julio, Thomas, Fitz, Allen, Thielen, Evans....
So yeah, if you can find a WR with a freakish skill set like Brown and a few other they can surely ascend to #1 WR top 20 worthy pick...but for the most part you need a bigger WR capable of dominating the CB across from him. It takes a special type of route runner to be able to dominate without being physically dominant
