As Run said earlier, that could've came from whomever is claiming to be the victim. There really is no incentive for someone in the department to leak something like this. As you alluded to, they'd face consequences which would outweigh any perceived benefit from the leak.

And for an accusation like that to go to print they need two sources. The victim's party wouldn't be enough.
 
I believe the boilerplate is we cannot confirm or deny the existence of investigations. A simple no comment would do.

But the police didn't even attempt any obfuscation they just straight up confirmed it.

In this case there's really no need to keep it hidden, though. This will all be public record and it's likely all the parties involved know it's happening. I could see not confirming an investigation if you don't want the party knowing they're being investigated. But I disagree that departments don't acknowledge the existence of an investigation in common practice.
