No, he didn't. He repeated over and over all TC that the biggest suprise was the play of Ellis. In fact, when he first talked about the move he said Ellis was going to be a pass-rush LBer in the nickle, certainly not an everydown starter. Bill was probably thinking he'd rotate with Carp. He succeeded well beyond what Bill expected of him.
He made the move because he didn't feel Ellis was what he needed at 3-4DE, but he didn't want to cut or trade his 2nd best pass rusher. It wasn't a slam dunk of an idea, it was the only thing left he could try with Ellis.
You will never in a 3-4 with mediocre LBers. We saw that last year when the injuries mounted up. If we pass on Carp and Ellis never gets it, you aren't going to beat anyone with Al Singleton starting in it.
