The Cowboys put Robert Brewster on the PUP list in pre-season. By doing so they had 6 weeks that he must sit out. That does not include the bye week.
After week 6 the Cowboys have 3 weeks to get him practicing with the team.
Once the player starts practicing the Cowboys can have 3 more weeks to get him on the active roster. If they don't, he goes on PUP for the whole year, which is basically the same as IR.
What does this mean?
After the Atlanta game the Cowboys have 3 weeks to get Brewster involved in practices with the team.
That puts them to the Green Bay game. After the Green Bay game the Cowboys have 3 more weeks to activate him.
That means by the 2nd Giants game he either has to be activated or is gone for the whole year.
The Cowboys can get him practicing any time after Atlanta and activate him any time after Atlanta, but they have the extra 3 and 3 weeks if they choose to use them.
