Yeah, no doubt IF Parsons fell to Washington they should take him. Doesn't mean WFT was coveting/targeting Parsons or that Rivera and Mayhew had any plans on getting him.
Most expected if WFT traded up into the top ten, they were looking at getting a top tier QB to sit and learn behind Fitz.
(Some Mouth-Run-By-Fool opined that Washington would give up its entire draft for Trey Lance.)
The next area of concern was getting Trent Williams' replacement. (Penei Sewell)
It was assumed Washington would be able to trade into the 7th spot (this is where Sewell was drafted) for the #19, #51, #124, 2022 #1.
Mark Mayhew didn't make that trade, Sewell goes to Detroit. (But Parsons is still on the board)
To trade up to number 8, and pick Parsons, would cost WFT #19, #82, #163, and 2022 #1.
Didn't make that trade, didn't attempt it (so much for coveting/targeting Parson).
They held on to #19 and picked LB Jamin Davis.
At that time Rivera said, "This guy had the most position flex of any of them, and that's important to me because I believe a guy that can play all your LB positions can learn quickly, will understand quickly and will help others around him."
Also he said Davis was the highest-rated defensive player on Washington’s board when he was drafted.
And most telling Rivera discussed the quarterback position. Justin Fields was still on the board after the top 10 picks. Washington reportedly liked Fields but was never tempted to move up and sacrifice future assets.
What do "....never tempted to move up and sacrifice future assets" mean?
