Who cares? Who cares that he didn't violate the rule and got called for violating it?

So when you get caught for speeding, and the radar gun says you weren't, but the judge forces you to pay the fine, you'll just sit there and take out your checkbook when he says "who cares if you didn't violate the law? You still have to pay the fine."
