Running into the holder is a personal foul and has been you may not see it happen often but it is in the rules. I do agree that the roughing the passer was a poor call.

I would say that could be the case, but if you get on that link someone earlier supplied I don't see that in the rules. Maybe it is.

It was pretty clear DRC had his helmet and you don't have to tackle or turn, just gripping it is enough for a penalty. You can get your fingers through, as long as you don't grip and he rode him out of bounds like that.
I believe gripping it alone isn't enough to draw the 15 yard penalty. There has to be some sort of jerk.

As to the OP, count me as one who's never even heard of this penalty.

Thats what I always thought. In fact, thats why they got rid of the 5 yard incidental facemask call. Its either a "major", or nothing at all. And nevermind the fact that the reciever was doing the exact same thing as the defender.

Since their is no more 5 yard penalty pretty much any touching of the face masking will result in 15 yards.

I have never understood why an offensive player can grab a guys facemask, but a defensive guy can't. Should have been off setting penalties.

It's not that an offensive player can't have a face mask, but that usually they don't grab instead just push off the defender on his facemask. If the offensive player actually grabs the facemask and twists then that is 15 yards. If it happened, but didn't get called then that's a blown call.

An offensive player can't grab a defensive guy to the face. If he has the ball he can stiff arm but he can't grab the other players face mask because that will be a penalty. If he's blocking while he touches someones face mask it would be illegal hands to the face.

So, you can have illegal hands to the face if you have the ball, but not if you do not have the ball. It may be the rule, but it makes no sense!

They were actually supposed to change that this year and offensive players could not grab facemasks either, we had called it the "Marion Barber rule" earlier this year. I think you're right that it should have been off setting.

I have not seen the link but I have seen that call made over the years and you can't run into the holder unless he has the ball, once it is kicked you have to avoid hitting him or the kicker.

BTW, I've never seen roughing the holder, either. Ever.

Have you ever seen a billion dollars? Just because you haven't seen it, doesn't mean it doesn't exist...

That's pretty good. Still, in the link provided on the first page there is nothing in the rules about hitting the holder.

I have a 2006 NFL Rulebook (I was a referee in Super Bowl MCMLXXXVIII) and in Rule 12, Section 2, Article 6, it says "for roughing the kicker or holder, loss of 15 yards".

As Venger said, roughing the holder is in the Rule Book: "For roughing the kicker or holder, loss of 15 yards from the previous spot. (This is a personal foul, and also disqualification if flagrant)."

Also, here's what the new facemask rule says: "No player shall twist, turn, or pull the facemask of an opponent in any direction. Penalty: Twisting, turning, or pulling the mask—15 yards. A personal foul. The player may be disqualified if the action is judged by the official(s) to be of a flagrant nature."

Did I say it didn't exist? I just said I've never seen it called.

True. Now if you get a hand on the ball then both the kicker and holder are fair game the other exception is if you are blocked into the kicker and or holder.

It was 5 yards because it's half the distance to the goal line.
