How do you throw a flag on a team for removing their helmets that, by your on-field ruling, just won the freaking Superbowl?

I watched it probably 20 times. The ball never shifts in his hands. The ball moves, along with his entire hand and arm. But it never shifts in his hand (i.e., he had possession via a firm grip on the ball) the entire time until his arm starts going forward.
