Why are we gonna play Green Bay in Green Bay for the 3rd year in a row? what determines why we play at Green Bay for the 3rd straight time?

Because the last time we played the NFC North in the roation, they played at Texas Stadium.

The 2008 and 2009 games were result of the formula.

I've been working on a problem in Number Theory off and on for almost
ten years called "the Cowboys Conjecture" aka "the 3X + 1 problem".
Let f(x) be a function defined on the positive integers such that:

f(x) = x/2 if x is even = Cowboys home game
f(x) = (3*x+1)/2 if x is odd = Cowboys away game

Then the conjecture is: Cowboys will play a home game against the NFC North provided that the iterates of f(x) will eventually reach the whole value of 2 for any initial value of x. In a saucy bit of irony, it continues to come up with a whole number value of 1 whenever the Packers are introduced into the equation. Hence, Cowboys away game.

The same process and formula that determined they had to play in Dallas in the 1993,1994,1995 and 1996 seasons.
