No. Remember when TO got the catch against (I think it was the Patriots)? He didn't get both feet in, but he was obviously forced out. However, the referee thought that he had both feet in, and thus did not find a need in calling a "force out". However, when they reviewed it, he didn't have both feet in, and because they did not initially call it a force out, it went incomplete.

There's the flaw in the system right there.
