I still don't see where he fits there, unless they've determined the knee has made him incapable of being anything other than a part-time rusher.

That would be his role. He'll play OLB there, probably backing up Kerrigan. As good as Spencer is playing the run, he could play ILB for them on 3rd down to have special blitz schemes.

Micro-fracture knee surgery ended Anthony Spencer’s 2013 after just one game. Despite still recovering from the surgery, teams are starting to kick the tires on Spencer on the free agent market.

According to Brandon George of the Dallas Morning News, the Washington Commanders are set to host Spencer for a visit on Thursday.
