Tolbert is WR2 based on last seasons' numbers. Was his contributions sufficient enough? I don't think so.
You would think that it wouldn't be necessary to qualify the role of WR2 to the possible future owner and GM and why the Cowboys needed to upgrade the position. His statement confirms his disregard for the fans and their legitimate concerns.
There is going to be as WR2 because there has to be. Some receiver is going to have the 2nd most catches and yards. That is, by definition the WR2.
I think what most imply from the title, WR2, is a quality receiver that could play the position of WR1 for a week or two if need be.
The WR2 would have to be viewed as a legitimate threat, one that can take pressure of the QB as well as the WR1 being constantly double teamed
