Why would they change the rule? Everyone knows if half your foot is in and half your foot is out it's considered to be out of bounds. That's always been the case.

If any part of the foot lands out of bounds it's out. Now you can drag the toe and go out of bounds that's fine as long as you maintain control, no juggling the ball.

I only saw the toe drag at end lol. plus this was a decade ago, rules may be diff now.
