Your goal as a play caller should be

1. to never have a 3rd down…get your 10+ yards on 1st and 2nd.
2. If you have a loss, no gain, or penalty on first down, then the goal is to get to a 3rd and short.

You are NOT trying to have 3rd and short all the time.
