Why not just make EVERY play reviewable? I understand the reasoning between behind not wanting to review the scrum for the ball but why not go ahead and review it and if it is not conclusive stay with the call on the field? I say let every play be reviewed and tough luck for the challenging team if it is not conclusive evidence.
