That is the rule. It was a good call.

Maybe the better team won, maybe it didn't. Don't matter now. Memphis moves on, A&M doesn't.
I still agree that Acie's missed layup (one replay looked like he was fouled on that play, too) and the fact they couldn't get one of those rebounds (and then have Sloan get called for a really ticky tack foul) cost them the game more than the last play.
