The defender was lowering his shoulder to knock Choice out of bounds. Choice punches his shoulder. The guy flies forward onto the ground.

I think this is closer to the real definition. It's not a rule change, it's a point of emphasis similar to how they started being more strict about the illegal contact rule. I'm glad you realize that the stiffarm is what put his butt on the ground. To me that's an impressive stiffarm, regardless of whether it actually helped him acquire more yardage on this particular play.l

The guy did little more than flail an arm to try and knock him out of bounds, and literally slowed down once he got beside Choice. The only reason he lowered his shoulder was to try and absorb the bump, which didn't help much. How are you going to tackle a guy running beside him?

Those are stiffarms. Pushing a guy over that is letting up while you are both headed out of bounds doesn't do anything. The cuts were what made that a highlight, not him pushing a guy over as he was going out of bounds.
