I'm assuming that breaks the tie should Dallas lose their last 3 and Philly wins out (both finish 10-7).

Dallas isn't losing out though.

By the way, I didn't know about the 1980 tiebreaker. Dallas needed to beat the Eagles by 25 points to win the division and be the #1 seed. They were beating the Eagles by 25 (35-10) in the 4th quarter, then ended up winning by only 8, 35-27. Dallas ended with the #3 seed.
