I really don't think Rush is better than Dak, but I'd let Rush start until he loses.

When Bledsoe threw that INT against the Giants right before the half and they showed how pi$$ed Jerruh was, I KNEW Tony was coming in.The Patriots won the Super Bowl with Brady while Bledsoe was out. How in the world would going back to Bledsoe after that have even been an option?
In Dallas, Bledsoe was never meant to be the long term answer, plus Romo was being groomed to start, and Bledsoe was playing poorly at the time. The change had to come at some point.
How can we say staying with Dak was the wrong move in 2016? We don't know how it would have gone if Romo had been put back in as the starting QB. There was certainly no history to tell us things would have gone differently. I'm not saying Romo wouldn't have been better - he may or may not have been - but we have no way to know. What the team did know was Romo was 36 years old, had sustained injuries that kept him out a long time 3 of the previous 4 times he had played a game (including the preseason game in 2016), and that Dak appeared to be a possible long term solution. The team could have justified either choice.
As for the current situation, I'm certainly pleased with what Rush has done, and I'm not opposed to replacing Dak if the right opportunity were there, but Rush has not been thought of as an eventual replacement because he has physical limitations. That doesn't mean he shouldn't be considered to keep playing short term, but he is never going to be viewed as a long term answer the way Romo & Dak were when the decisions were made on them.
